「S風暴」的S代表Soccer（足球），故事以賭足球賽的貪污案為主軸，電影比起2014年的「Z風暴」案件更加升級，而且賭運動彩金的題材更貼近生活，案情牽連更廣，再加入職業殺手、古惑仔作亂，使劇情錯綜複雜。

古天樂這次扮演廉政公署檢察官，平日不需配槍，讓他難得輕鬆，不用負責動作場面，但調查的專業術語，也考驗他的記憶力，但他爆料和他一同扮演調查官的蔡少芬在有一場戲瘋狂NG，他笑說，「蔡少芬拍戲經驗豐富，難得會有這樣的狀況，突然一直講不出全部台詞。」讓蔡少芬也忍不住自嘲說，「我是兩個女兒的媽媽了，記性真的不好了。」

相較於前3部作品，古天樂都在賣力使壞，但在新片「S風暴」中，他將回歸正義形象，化身鐵面檢察官，接到匿名舉報而開始追查足球運動彩金的貪污案，更牽連到香港馬會高層，甚至引發多宗命案，讓自己也身陷險境。
